Former Commissioner of the Missouri Office of Administration Joins Lathrop Gage in Jefferson City

Jefferson City (August 24, 2017) – Lathrop Gage announced today that Doug Nelson, former Commissioner of the Missouri Office of Administration, will join the firm on September 1 as an Of Counsel attorney in the Jefferson City office, practicing in the firm’s Litigation division.

Nelson spent 27 years in the public sector, working for the State of Missouri in a variety of positions. As Commissioner of the Office of Administration under former Governor Jay Nixon, he managed the state’s $26 billion budget and was responsible for a staff of 1,800 in a variety of areas including accounting, budget and planning, facilities (including new construction and repair, information technology, purchasing, risk management), and personnel.

 During his five years as Commissioner (2011-2017), Nelson spearheaded the Governor’s e-government initiative, building more efficient and effective governance in four areas: cybersecurity and data analytics (successfully lobbying to fund cybersecurity enhancements to the state’s IT network), enterprise improvements, legacy system replacement, and e-government systems. His improvements in these areas have become a model for other states. He also worked with departments on Medicaid and health care issues and was a member of the state pension board for five years.

 Nelson dealt with all types of statewide contract procurements and purchasing issues. He oversaw construction contracts and procurement, surety bond issues, and project management, which included new construction of the Fulton State Hospital and Echo Bluff State Park.

While Commissioner, he was a member of the National Association of State Chief Administrators (NASCA) and was elected by his peers as president for two years, in 2015 and 2016. He led NASCA’s 42 state members and built relationships with administrators across the country.

 Nelson also spent over 18 years in the Missouri Attorney General’s office (1990-2009), 16 of those under Attorney General Jay Nixon. He focused in areas of administrative law, commercial litigation, contract disputes, consumer protection and government practice. He held a number of leadership roles in that office, including serving as Deputy Chief of Staff/Chief Counsel–Consumer Protection Division, Chief Counsel–Labor Division and Assistant Attorney General–Environmental Protection Division/Governmental Affairs Division.

 Most recently, (2017) Nelson was a Senior Advisor in the Missouri State Auditor’s office, working with and advising the State Auditor on operations and audits to ensure appropriate use of the state’s finances and to drive state efficiencies.

 Nelson earned his Juris Doctorate at the University of Missouri-Kansas City School of Law in 1990, and his Bachelor of Arts degree at the University of Missouri-Columbia in 1987.
