William C. Jolley

Mr. Jolley practices primarily in the fields of insurance regulation and insolvency, including trial and appellate litigation involving issues arising in insurance receiverships. He has represented the Missouri Director of Insurance in his capacity as receiver of various insolvent or impaired insurance companies, principally: the Medallion Insurance Group; the former Holland-America Insurance Company and Mission Reinsurance Corporation, two Missouri-chartered insurance subsidiaries of Mission Insurance Group, Inc., based in Los Angeles, California; and the General American Mutual Holding Company receivership. Mr. Jolley has also been a principal participant on behalf of other state insurance receivers. On behalf of the liquidators of various insurance companies, his responsibilities have focused primarily upon claims determinations, reinsurance recoverables, and implementing reorganization plans, and liquidation plans. He has also provided advice and documentation in the sale of insurance companies, including licenses to do business in other states.

Mr. Jolley has advised insurance companies, including legal and medical malpractice carriers and other insurers, as well as agents, producers and third-party administrators, concerning regulatory and market conduct questions.  He has also served as counsel to the Insurance Regulatory Examiners Society (IRES), composed of state insurance department market conduct regulators, and the IRES Foundation.
