CMS premiers its latest blockbuster, the final Stark II Phase III regulations, on September 5. The Phase III regulations, which take effect on December 4, address a myriad of lingering issues regarding the interpretation, application and enforcement of the Stark Law's prohibition on physician self-referrals.
