Kansas City Business Journal: Court: Kansas City’s Planned Industrial Expansion Authority Used Flawed Appraisals
A state appeals court ruled that a city agency submitted bad appraisals in a condemnation case on Kansas City’s East Side.
The Missouri Court of Appeals for the Western District upheld a Jackson County Circuit Court’s decision that the Planned Industrial Expansion Authority of Kansas City relied on flawed appraisals in its effort to convert the Horace Mann School into single- and multifamily housing.
If the ruling stands, the Ivanhoe Neighborhood Council, a nonprofit neighborhood advocacy group, will own the building and can resume plans to develop it into affordable senior housing. But lawyers for the PIEA, a city agency that grants property tax abatements for developers, plan to appeal.
