A ballot measure asking whether Missouri should be exempt from the new federal health care reform law might be a good way to let people blow off steam, but it will have little practical effect.

The General Assembly placed the measure on the Aug. 3 ballot. It requires a simple majority to pass.

But don’t expect much change if it passes, said Senate President Pro Tem Charlie Shields and legal observers.

“A lot of people were frustrated by the process Congress went through (to enact reform),” Shields said. “I think this is a reaction to that frustration.”

The initiative “is more about the message it sends than the reality of what it is,” said Donn Herring, a health care lawyer with Lathrop & Gage LLP in St. Louis. Read more ...
