Experience
Ms. Halterman advises hospitals, physicians, long term care facilities and other health care providers in regulatory and compliance issues. Gail regularly assists health care providers in developing compliance plans and understanding and addressing issues involving HIPAA, state and federal licensure and certification, federal and state reimbursement, risk management, EMTALA and health care fraud and abuse. Gail also assists employers and health plans with areas of regulatory compliance, including but not limited to, HIPAA and state health insurance laws. Gail is a member of the firm's health care department.
As a former licensed long-term care home administrator and employee of the American Association of Retired Persons (AARP), Gail has particular experience in the long term care arena. She has defended adult care home administrators and nursing home facilities against state and federal actions, has written and reviewed long term care provider contracts and agreements, has counseled facilities regarding regulatory compliance issues and has drafted proposed legislation related to long term care issues. Gail is a co-author of the chapter on Medicare Kansas Bar Association’s Elder Law Handbook, and assisted in drafting Train the Trainer Manuals on Social Security, Disability, Medicare and Medicaid laws.
Gail has drafted manuals and policies and procedures for providers wishing to comply with the HIPAA Privacy and Security Rules and has conducted HIPAA seminars for health care providers and medical students throughout the region.
While in law school, Gail concurrently completed a Master's degree in Health Services Administration.
